Premiums are up 13%, but if subsidies are adjusted to match, will the net cost actually end up not that much different?

Health insurance premiums rise year after year, and the root cause is still the failure to control medical costs themselves—something difficult for any administration to fix. Simply pinning the increases on one particular government makes the discussion stall at mutual recrimination; it would be more useful to look at how hospitals, drugmakers, and insurers each pass along their costs.
