I already have an Aspire opened via a public link, and the NLL offer just won't show up for me. The other two, Surpass and Express, are both at their all-time-high offers right now. Does anyone have a recommendation on which one to apply for?

Don't rush to open a second card just yet—Amex is pretty strict about the interval between applications in the same card family and about bonus restrictions. Since you already used a public link to open the Aspire, it's best to first confirm whether the elevated bonuses on the Surpass and the Express are subject to same-family restrictions, so you don't run into a pop-up or a bonus conflict just for the sake of a higher offer.
