I bought a dozen or so dollars' worth of clothes on Fanatics, and they shipped the very next day after I placed the order—and shipping from NV, it takes at most 4-5 days to reach the East Coast. Even during big sales, when they probably have too many orders and ship really late, a few-dollar item still arrives within a week at the slowest. Dick's ships from the Midwest and it still gets here in 5-6 days at most. I buy clothes from lulu and it's been over a week and still hasn't arrived—the last FedEx update was a week ago showing it in California, and they're using the cheapest FedEx SmartPost. I know Arc'teryx and Pata are also a bit stingy with shipping and aren't very fast. But lulu is just absurdly cheap about it—the clothes aren't cheap, yet they use the cheapest, slowest shipping method....

Has the status of that FedEx California update from a week ago changed since then? Sometimes things get held up in transit, so it's not always that shipping is slow.

I actually think it's worth taking another look—many Lululemon orders are shipped from multiple warehouses, and the out-of-stock items can hold things up, so it's not necessarily all on the courier. If you really need it urgently, next time before ordering, ask customer service whether you can switch to expedited shipping, or just spend enough to qualify for in-store pickup—it's less hassle than waiting around afterward.
Before buying, it's best to check which shipping method is listed on the page. Some brands default to the slowest economy option, and you'll need to pay extra to choose a faster one—it's not necessarily the seller deliberately delaying.
