Cambodia Deports 494 Illegal Foreigners from 28 Nationalities

Cambodia's General Department of Immigration announced on the morning of October 5 that over a 10-day period from September 21 to 30, 2026, Cambodian authorities deported a total of 494 illegal foreigners, including 52 women, from 28 nationalities.

The operation was carried out under the direction of Deputy Prime Minister and Minister of Interior Sar Sokha, and was directly deployed by General Department of Immigration Director Sok Veasna, who ordered investigation and law enforcement units to continue repatriation efforts in accordance with the law.

The deported foreigners represented 28 nationalities, including: Cameroon, Côte d'Ivoire, Kenya, China, Taiwan, Japan, Tajikistan, Thailand, Tunisia, Nigeria, Nepal, Bangladesh, Pakistan, France, Malaysia, Uganda, Russia, Vietnam, Sweden, Sierra Leone, Sri Lanka, Ghana, the Philippines, the United Kingdom, India, Indonesia, South Africa, and Australia.

Among the 494 illegal foreigners, 23 Vietnamese nationals (including 5 women) suspected of involvement in online scams were repatriated via chartered flights and Cambodian international border crossings.

The remaining deported foreigners were involved in various criminal offenses, including illegal border crossing, document forgery, residing without a passport, kidnapping and extortion, use of forged visas and fake QR codes, drug trafficking and drug use, illegal employment, and other criminal offenses.

The General Department of Immigration stated that this repatriation operation was a strict implementation of Prime Minister Hun Manet's directives on combating illegal foreigners and cybercrime.

Hun Manet has previously made clear that Cambodia will not allow criminals or illegal individuals to use Cambodian territory for scams or other criminal activities that endanger regional and global security. Relevant authorities must continue to carry out crackdowns, enforcement, and deportation operations to safeguard the nation's reputation and security.

Cambodian authorities said they are continuing to intensify their crackdown on cybercrime, pursuing and arresting the masterminds behind scam operations, while helping deceived victims to be rescued, regain their freedom, and return safely to their home countries.

28 nationalities but only 23 Vietnamese involved in online fraud—how are the other nationalities specifically handled?

The list includes Vietnam, Thailand, and Malaysia near Cambodia, as well as developed countries like the UK, France, and Australia, which shows that illegal overstaying and criminal offenses are not a problem confined to any one region. However, singling out the 23 Vietnamese suspected of online fraud while describing the remaining 470-plus only vaguely as involved in illegal border crossing, document forgery, and the like leaves a big gap in the level of detail. If the aim is really to help people understand the crackdown, it should at least state how many of these cases have entered judicial proceedings.

If you're focused on the repatriation process, it's worth noting that these operations are usually announced toward the end of the month. If you want to follow up on what happens next, it's best to wait for the next bulletin and compare the two.

Does the involvement of 28 nationalities also suggest that there are loopholes in border controls themselves?

There's one point I'd like to confirm: the headline says 494 illegal foreigners were deported, but in the body, the 23 Vietnamese were repatriated on suspicion of online fraud, while the rest were involved in illegal border crossing, document forgery, and similar acts. Are these two categories the same procedurally? For example, are online fraud suspects first subject to judicial proceedings before repatriation, or do they go directly through immigration deportation? Also, regarding the reference to Taiwan, China, which is listed alongside other sovereign countries in the list, different readers may have different interpretations. It would be clearer if the basis for classification could be added.

Reports like this are usually just interim figures, and further updates or clarifications may follow. If you're using them to judge the overall safety of a particular country or region, it's best to wait for additional sources.
