Amex Hilton Aspire Authorized User Card Can't Be Added to WeChat Pay or Alipay

Applied and approved a little over two months ago, just activated it today. WeChat first showed "bank security verification in progress," then said it failed and to contact the bank. Asked Amex customer service, and they said the test charge goes through. So is it WeChat and Alipay that are declining it? Does it have anything to do with this WeChat account never having been to the US?
