Habeas Corpus Petitions Are Basically Played Out Now — CBP/ICE Already Have a Mature Countermeasure

As the title says, earlier this year, Chinese nationals arrested by ICE mostly filed habeas corpus lawsuits and were released after being detained for two or three months. But for those arrested after August, there's basically no chance of winning a habeas petition anymore. That's because they'll just transfer you to another region overnight — once you're outside the 9th Circuit's jurisdiction, it becomes very hard to file for habeas relief. On top of that, it's now very difficult to locate people. After someone is arrested, it's extremely hard for lawyers, family, and friends to find them through ICE's system — like looking for a needle in a haystack.
